The Upper Midwest tends to be more or less inept in dealing with things such as heavy snowfall. In fact, it would only take, say, _18 inches_ of snow in Minneapolis to wreak the same infrastructure havoc as does _6 feet_ of snow in Buffalo or New England.
Evidence of this: there is more street pavement visible on that picture of Buffalo than most streets around the Twin Cities display 4 or 5 days _after_ the snow has fallen. Partially this is due to the fact that things tend to fall into a severe cold snap after heavy winter snow in Minnesota -- but also, it's that Upper Midwest society, purportedly with such a high "work ethic", doesn't really know how to cope properly with the concept of ridding itself of snow from the streets and sidewalks.
