Every supermarket I shop at asks it; "paper or plastic". Is it a MN law that says both types of bags must be offered?

No, the $$ does. A paper handle bag costs a store somewhere like
$0.30-$0.40 a bag, and a plastic bag costs something like $0.0012 a bag.

Some people don't like the plastic, due to use, environmental impact, etc.
Hasn't California already banned the use of plastic grocery bags?

But the stores don't want to antagnize either type of customer, but
having a potential extra profit of $3-$4 an order makes them want to
put an effort in.

Store supplied bags of any kind for groceries are just dumb. A big
plastic tote pays for itself after just a few trips. If stores were
smart, they'd offer branded ones just like they do for reusable bags.

Some stores even give you a small credit if you bring a reusable
container.
